指出了排污许可体系建设是生态文明建设重要内容,是打好污染防治攻坚战的重要环节。鉴于排污许可证执行报告是依证监管的核查重点,故总结了现阶段南京市证后监管的实践进展,重点分析了南京市六家具有代表性的制药企业执行报告实施现状和存在问题,从加强证后监管体制建设、完善证后监管支撑体系、探索信息化证后监管模式等方面提出了对策建议,为环境主管部门科学决策提供服务。

The construction of pollutant discharge permit system is an important part of the construction of ecological civilization.The implementation report of the emission permit is the focus of verification by the evidence-based su-pervision,mainly referring to the practice progress of post-certification supervision in Nanjing at the stage of its e-mergence,and the key analysis of the implementation status and problems of the implementation of the six represent-ative pharmaceutical companies in Nanjing.After the establishment of post-regulation system,improvement of post-certification supervision support system,exploration of information-based post-certification supervision mode,countermeasures and suggestions are provided to provide services for scientific decision-making of environmental authorities.
