Objectives and tasks of territorial spatial planning in China in the new era

国土空间规划已成为生态文明背景下中国规划学界面临的重大实践课题。本文认为:新时代我国国土空间规划的主要目标是要破解部门分割、区域分割和条块分割的三大瓶颈;全国国土空间战略规划,跨省和跨市的国土空间协调规划,以及市、县、乡镇国土空间实施规划这三类规划具有不同的功能定位与规划导向;协调公平与效率的空间平衡关系、公权力与私权力的利益平衡关系、中央与地方的权责平衡关系、刚性与弹性的政策平衡关系,是国土空间规划实施的重要保障;深化跨区域性的国土空间协调规划研究、按四类主体功能区域构建差异化的国土空间规划体系、开展相关法律法规的梳理与补漏工作、关注国土空间关系演进中的新机制与新问题是我国国土空间规划面临的紧要任务。

Territorial spatial planning is a major practical theme faced by the planning academia of China in the context of ecological civilization.This study argues that the primary goal of territorial spatial planning in China in the new era is to break the three bottlenecks of division among departments and regions:the national strategic planning of territorial space,coordinated planning of territorial space across provinces and cities,and planning of territorial space in cities,counties,and towns have different functional positioning and planning orientations.Coordinating the spatial balance between integrity and efficiency,interest balance between public power and private power,power and responsibility balance between the central and local governments,and policy balance between rigidity and elasticity is an important assurance for the implementation of territorial spatial planning.Urgent tasks for territorial spatial planning in China are deepening the research on cross-regional coordination of spatial planning,building a differentiated spatial planning system according to the four main functional areas,sorting and filling the relevant laws and regulations,and considering new mechanisms and problems in the evolution of territorial spatial relations.
