国家治理现代化是中国的第五个现代化,国家治理现代化要求衔接好依法治国与依规治党的关系,依规治党是国家治理现代化的关键。以制度治党治国是执政党最大的法治原则,依法治国是执政党治国理政的基本形态,依规治党是执政党治国理政的基本前提,依宪治国是执政党依法治国的必然路径。国家治理现代化进程中的法治举措是:坚定维护执政党的权威和领导,从整体上全面推进从严治党,党必须在宪法法律范围内活动,强化对权力运行的制约和监督。

The national governance modernization is the fifth modernization of China.The national governance modernization requires a good connection between the law-based governance of the country and the rule-based governance of the Party,which is the key to the national governance modernization.Governing the Party by sys⁃tem is the biggest rule of law principle of the ruling Party,governing the country by law is the basic form of gov⁃erning the country and politics of the ruling party,governing the party by rules is the basic premise of governing the country and politics of the ruling party,and governing the country by constitution is the inevitable path of governing the country by law of the ruling party.The legal measures in the process of modernization of national governance are:to firmly maintain the authority and leadership of the ruling Party,to comprehensively promote strict governance of the Party as a whole,the Party must act within the scope of the Constitution and law,and to strengthen the restriction and supervision of power operation.
