摘要
针对工业用地市场化配置改革中暴露出来的突出问题,从制度构建的角度切入,分析阐述完善工业用地市场化配置的重点任务。提出以提高工业用地集约节约利用水平为抓手,以多元化供应主体和多样化供应方式为突破口,以完善工业用地价格体系为重点,强化工业用地监督管理,构建“供应-流转-监管”全过程、全方位、全流程的体系,以此来加快推动工业用地市场化配置改革,提高土地利用效率。
In view of the prominent problems exposed in the reform of market-oriented allocation of industrial land,this study analyzes and expounds the key mission of perfecting market-oriented allocation of industrial land from the perspective of system construction.The research proposed to raise the level of intensive and eco⁃nomical use of industrial land as the starting point,take diversified supply subjects and diversified supply meth⁃ods as the breakthrough point,focus on improving the industrial land price system,strengthen the supervision and management of industrial land,and build a“supply-transfer-supervision”system process,all-round,and full-process system to accelerate the reform of market-oriented allocation of industrial land and improve land utilization efficiency.
