煤矿总工程师在保德煤矿安全技术管理中的作用探讨

Role of Chief Engineer in Safety Technology Management of Baode Coal Mine

煤矿总工程师作为安全技术总负责人,对于煤矿安全、高效生产启决定性作用。分析了当前总工程师在安全技术管理工作当中存在的问题,得出了总工程师在煤矿安全管理中作用的良好发挥、话语权的不断提高是确保矿井安全生产的重要保障。在此基础上,结合保德煤矿总工程师技术管理经验及现场实践,提出煤矿技术管理要在"五强五重"方面下功夫的观点,即"强理念重宣贯;强主体重全员;强规范重落实;强系统重评价;强科研重创新"。同时给出了实现总工程师在煤矿安全技术管理上"话语权"的意义及主要途径。

The chief engineer of coal mine,as the chief responsible person of safety technology,plays a decisive role in coal mine safety and efficient production.This paper analyzes the problems existing in the current chief engineer’s work of safety technology management,and obtains that the chief engineer’s good play in the coal mine safety technology management and the continuous improvement of the voice are the main guarantee to ensure the mine safety production.On this basis,combined with the technical management experience and field practice of the chief engineer of the coal mine,this paper proposed the viewpoint that the coal mine technical management should make efforts in the aspect of“five highlights and five focuses”,that is,“strengthen the concept,focus on publicity;strengthen the main body,focus on the whole staff;strengthen the standardization and focus on implementation;strengthen the system,focus on evaluation;strengthen scientific research and focus on innovation”.At the same time,the significance and main ways of realizing chief engineer’s“discourse right”in coal mine safety technology management are given.
