建立蓝色金融原则的思考

蓝色金融原则是指在蓝色金融市场中指导海洋可持续发展融资的行为准则。该原则是修正海洋"公地悲剧"的现实选择,是融通海洋市场资金的必要手段,是共建"海洋命运共同体"的重要实践。建立蓝色金融原则应当考虑其可行性、普遍适用性和公平性,以及蓝色金融的可持续性、稳定性和行动的一致性等因素。蓝色金融原则具体包括海洋可持续发展原则、融资渠道多元化原则、海洋风险评估原则、利益方参与原则、海洋风险预防原则和蓝色金融合作原则。在"一带一路"倡议下,中国应当充分参与涉海公共产品的制度构建,通过蓝色金融原则鼓励市场参与方共同推动海洋的可持续发展。

The principles of blue finance refer to the codes of conduct providing financial guidance for the sustainable development of the ocean in the blue market.It is the realistic choice to reverse the"tragedy of the commons"of the ocean,a necessary way to mobilize funds in the blue market,and an important practice to build the"maritime community with a shared future"as well.To establish the principles needs to consider their feasibility,universal applicability and fairness,as well as the sustainability,stability and consistency of the activities.The principles include the principle of sustainable marine development,the diversification principle of blue finance,the cooperation principle of blue finance,the principle of blue financial regulation,the principle of marine assessment,the principle of stakeholder participation and the precautionary principle in marine environment.In the context of the"Belt and Road"initiative,China should fully participate in the rulemaking of marine public goods and encourage blue market stakeholders by these principles to jointly promote the sustainable development of the ocean.
