从抗击新冠肺炎疫情看社会保障在国家治理中的功能及走向

The Function and trend of Social Security in National Governance from the Perspective of fighting againstCovid-19

针对疫情防控的总体性与复杂性,党中央以人民为中心,对疫情防控展开系统部署。其中,社会保障制度作为关系国计民生的一项基础性制度安排发挥出了重要作用:为保障人民生命安全与身体健康提供物质基础;保障企业复工复产,实现经济复苏;保障人民获得基本收入,保持基本生活质量。社会保障在国家治理体系中与经济政策之间的相对关系发生了显著变化,即由"托底-依附"向"中心-融合"转变。此外,基于吸纳此次疫情防控所采取的具有制度建设意义的临时性措施,提出填补社会保障制度短板,健全社会保障制度体系的思考。

In response to the totality and complexity of epidemic prevention and control,the Party Central Committee,taking people-centered standards,has launched a systematic deployment of epidemic prevention and control.Among them,the social security system,as a basic institutional arrangement related to the national economy and people’s livelihood,has played an important role:Providing a material basis for protecting people’s safety and health;ensuring that enterprises resume work and production to achieve economic recovery;Guaranteeing people’s basic income and maintaining basic quality of life.It can be seen that the relative relationship between social security and economic policiesin the national governance system has undergone a significant change,a transition from"supporting-dependence"to"central-integration".In addition,by absorbing the temporary measures of system construction significance adopted in the prevention and control of the epidemic,and filling in the shortcomings of the system at the same time,it is proposed to fill in the shortcomings of the social security system and improve it.
