医生诱导需求对我国医疗费用增长的影响

The Influence of Doctor-induced Demand on the Growth of Medical Expenses in China

近年来控制医疗费用增长已成为我国医疗卫生体制改革的重点目标,为深入研究医生的诱导需求对我国医疗费用增长的影响,现基于文献对比,对和卫生经济理论分析,发现医疗费用的增长与医生的诱导行为密切相关,在信息严重不对称的医疗市场中,医生具备很强的诱导能力,为了追求自身利益最大化,医生可能会引导患者增加额外的医疗消费,并导致医疗费用不合理增长;基于《中国卫生统计年鉴》近年来的医疗卫生机构数、卫生人员数、药品费用、公立医院收入、床位供应数、人均医疗费用、总医疗费用、国内生产总值(GDP)增长速率等数据,分析发现:1)医院卫生人员数量、医疗机构收入来源及床位数均显著促进人均医疗费用及卫生总费用。2)在现行医疗体制下,我国医疗领域可能存在较强的医生诱导需求动机,并导致了我国医疗费用的不合理增长。研究并分析医生诱导行为对医疗费用增长的影响,以期对我国医疗服务行业提供科学依据和实践指导。

In recent years,controlling the growth of medical expenses has become the key goal of the reform of China’s medical and health system.In order to study the effects of induced demand of doctors on the growth of medical expenses in China,this paper,based on the literature comparison,made a theoretical analysis of health economy,and found that the increase of medical expenses was closely related to the inducing behavior of doctors.In the medical market with severe information asymmetry,doctors have strong inducing ability.In order to maximize their own interests,the doctor may guide the patients to increase the additional medical expense,and causes the medical expense unreasonable growth;Based on the data of the number of medical and health institutions,the number of health personnel,the cost of medicines,the income of public hospitals,the number of beds available,the per capita medical expenses,the total medical expenses and the growth rate of the gross domestic product(GDP)in recent years in the China Health Statistics Yearbook,the results were as follows:(1)the number of health personnel in hospitals,the source of income and the number of beds in medical institutions all contribute significantly to the per capita medical expenses and the total health expenses.(2)under the current medical system,there may be strong doctor-induced demand motivation in the medical field in China,which leads to the unreasonable increase of medical expenses in China.In order to provide scientific basis and practical guidance for the Medical Service Industry in China,this paper studies and analyzes the influence of doctor-induced behavior on the increase of medical expenses.
