摘要
多机场的发展是我国运输机场体系发展到一定阶段的必然趋势。多机场良性发展的核心是协调发展。现阶段我国多机场体系存在着较为明显的内部发展不平衡现象。为促进多机场体系高质量协调发展,建议在统一管理的基础上,充分发挥各机场优势,对主要机场实施统一管理,做好分工定位、航权、时刻等资源的协调,优化空域的共享和充分利用,充分融入地面综合交通体系,实现空中管理和地面支撑的协调。
The development of multi-airports is an inevitable trend in the development of China’s airport system to a certain stage.During the"Thirteenth Five-Year Plan"period,China’s airport system has achieved rapid development.The core of the benign development of multiple airports is coordinated development.At present,China’s multi-airport system has obvious internal imbalances.In order to promote the high-quality coordinated development of the multi-airport system,it is recommended to give full play to the advantages of each airport on the basis of unified management,implement unified management of major airports,coordinate the Functional allocation,navigation rights,time and other resources,optimize the sharing of airspace and fully integrate into the integrated transportation system on the ground to achieve coordination in both air management and ground support.
