我国城市摩托车通行管理研究思考

Study on Passing Management of Urban Motorcycles of China

为了厘清我国城市摩托车通行管理情况,为各地加强摩托车科学管理提供决策参考。基于社会公众对摩托车管理的不同观点,系统性梳理了我国现行法律法规及36个大城市现行法律法规中,对摩托车通行管理的有关规定,并进行了研究分析。在研究总结各地摩托车管理经验的基础上,从"完善法律法规、创新管理机制、规范设施设置、严格执法管理、强化研判分析、深化宣传教育"等6个方面,研究提出了思考建议。

In order to clarify passing management of urban motorcycles of China,and provide decision reference for strengthening the scientific management of motorcycles of various regions.Based on the different views of the public on motorcycle management,this paper systematically untangles the current laws and regulations of China and current laws and regulations of 36 major cities,which contains the relevant regulations on motorcycle traffic management,and provides the correlation analysis.Based on the research and summary of motorcycles management experience in different regions,this paper puts forward some suggestions from six aspects,such as"improving laws and regulations,innovating management mechanism,standardizing facilities,strictly enforcing law management,strengthening research and analysis,and deepening publicity and education".
