中国生态文明建设的发生逻辑及其路径特征

The Occurrence Logic and Path Characteristics of Ecological Civilization Construction in China

中国生态文明建设的发生有其理论逻辑、执政逻辑和现实逻辑三重逻辑的作用。马克思主义的唯物史观、生态伦理思想及历史发展阶段论是中国生态文明建设理念提出的理论逻辑;基于理论逻辑的要求,中国生态文明建设强调“五位一体”全面协调发展的路径。执政党在长期执政中形成的科学发展、民生优先、和谐发展、民族复兴等要求,构成中国生态文明建设的执政逻辑;在执政逻辑下,中国生态文明建设重视自上而下推动的民生改善。如何打破当前中国面临的严峻的资源环境瓶颈问题,则成为中国生态文明建设的现实逻辑;这一现实逻辑带来中国生态文明建设中突出问题导向的治理型路径。理论逻辑、执政逻辑和现实逻辑构成推进生态文明建设的力量,但也要注意避免一些可能的路径缺陷。

The occurrence of ecological civilization construction in China results from the co-functioning of its theoretical,ruling and practical logic.The theoretical logic is based on Marxist historical materialism,ecological ethics and theory of historical development stages.Directed by the theoretical logic,the construction of ecological civilization puts emphasis on a“five-in-one”path with comprehensive and coordinated development.The ruling logic comes from the ruling party’s requirements of scientific development,people’s livelihood priority,harmonious development and national rejuvenation form.Guided by the ruling logic,the construction of ecological civilization in China attaches importance to the improvement of people’s livelihood from top to bottom.The practical logic lies in how to solve the severe bottleneck problems of resources and environment.Following the practical logic,there appear problem-oriented paths of governance.The triple logic provides the driving force to promote the ecological civilization construction in China,but we should also be wary of some possible path defects.
