摘要
2019年底法国爆发国内历史上持续时间最长、自1995年以来规模最大的罢工,缘起是法国政府提出的废除养老金多轨制的改革计划触及了既得利益,但根源在于法国财政问题的积重难返。一方面,高福利引发期望值管理失控,并降低法国在经济一体化中的竞争力;另一方面,财政分配功能失效导致贫富悬殊、两极分化愈演愈烈。吸取法国的教训,本文认为,一是在适度提高社会福利水平的同时要加强民众福利期望值管理,二是发挥财政的基础性作用,保障收入分配的公平性,三是建立正向激励机制,将社会福利制度与经济高质量发展相联系。
At the end of 2019,French largest and longest-lasting strike since 1995 was broken out to protest the reform plan proposed by the French government.But the root cause was the accumulation of French fiscal problems.On one hand,high welfare causes uncontrolled welfare expectation management and reduces French competitiveness in the world;on the other hand,the failure of the fiscal distribution function leads to a disparity between the rich and the poor,and their conflict is intensifying.Drawing on the lessons of France,this paper proposes,firstly,to strengthen the welfare expectation management while moderately increasing the social welfare level.Secondly,to play the fundamental role of public finance and to ensure the fairness of income distribution.Thirdly,to establish a positive incentive mechanism to link the social welfare system with high-quality economic development.
