公共安全风险生成过程和存在形态的特殊性决定了风险治理过程的复杂性和多维性,这在客观上要求不同主体强化治理的范式和思维,从绩效视角审视公共安全风险及其治理的整个过程。这一过程涉及公共安全风险治理绩效来源的确认、公共安全风险治理过程中诸多要素和资源的整合以及风险治理绩效结果的达成。政府必须不断更新公共安全风险治理的体制和机制,将风险治理的关口前移,逐步形成以风险的科学预控和快速高效的应急响应为基础的现代公共安全风险治理制度安排,在公共安全风险整体性治理基础上把握和审视公共安全风险治理的机制和过程,以风险自身的技术研究方式和政府公共安全风险治理的社会范式为两翼,借助二者之间的耦合与互动,有效回应风险治理绩效改进过程中的问题和困境,服务于新时代国家公共安全风险治理体系和治理能力的现代化,实现公共安全的中国之治。

The generating process and special forms of public security risk determine the complexity and multiple dimension of risk governance,which objectively requires different participants to strengthen the paradigm and thinking of governance and examine public security risk and the whole process of governance from the perspective of performance.This process involves the confirmation of the source of public security risk governance performance,the integration of elements and resources in the process of public security risk governance,and the achievement of risk governance performance results.The government must constantly update the system and mechanism of public security risk governance,deploy risk governance at an early stage,and gradually form a modern public security risk governance system based on scientific prevention and control and rapid and efficient emergency response.Meanwhile,the government should understand and examine the mechanism and process of public security risk governance based on holistic governance,and effectively respond to the difficulties in the process of risk governance performance improvement with the help of the coupling and interaction between technology studies and the social paradigm of government public security risk governance,so as to serve the modernization of the national public security risk governance system and governance capacity in the new era,and realize the governance of public security with Chinese characteristics.
