摘要
科技计划项目分析评价是提升科技计划管理绩效的重要举措。首先构建由主导力、吸引力和辐射力构成的科技计划项目区域参与度指标评价体系,并从承担和参与两方面对各类主体实际参与科技计划项目的情况进行评价。然后选取广东省参与国家重点研发计划数据进行实证分析。最后根据计算结果对广东省的科技项目参与度进行评价与分析。
The analysis and evaluation of science and technology plan project is an important measure to improve the management performance of science and technology project. In this paper, the participation index evaluation system of science and technology planning project is constructed, which is composed of leading, attraction and radiation. It selects Guangdong province to participate in the national key R&D project for empirical analysis, and according to the calculation results, evaluates and analyzes the participation of science and technology projects in Guangdong province.
