创新管理模式 强化需水监管

Innovate management models and strengthen water demand supervision

党的十八大以来,以习近平同志为核心的党中央先后提出与水密切相关的流域高质量发展战略,从政策来看,新时代治水已成为我国高质量发展的重要抓手,监管亟须向社会经济纵深强化。然而,由于历史原因,这方面的水监管还存在突出问题。对此,提出以提高流域幸福感作为需水管理的最终目标、对各区域经济社会的发展态势进行科学研判、区域管理与产业管理结合、建立水资源最大硬约束的督查制度以及建立水资产制度等建议。

since the eighteen Congress,the Central Committee of the Communist Party of China,with Comrade Xi Jinping as its core,has put forward a high quality development strategy closely related to water.From the policy point of view,water control in the new era has become an important starting point for Chinese high quality development.However,due to historical reasons,there are still outstanding problems in water regulation.In this regard,this paper proposes water management such as taking improving the well-being of the basin as the ultimate goal of water demand management,scientifically studying and judging the social and economic development trend of each region,combining regional management with industrial management,establishing the supervision system with the largest and hard constraint on water resources,and establishing the water asset system.
