The Overall Plan is aimed at the key elements of international free trade port,with trade and investment liberalization and facilitation as the core,implementing competitive tax policies,strengthening the rule of law guarantee,and comprehensively promoting the realization of free and convenient trade,investment,capital,personnel,transportation and safe and orderly flow of data.Hainan free trade port should not only have the core elements of free trade port,but also fully reflect Chinese characteristics and follow the socialist system to ensure the right direction of Hainan free trade port construction.Before 2025,we need to lay the foundation,strengthen weak areas,speed up the implementation of the early arrangement of the policy,and launch the closure of the whole island in due time.By 2035,we will fully implement all policies,facilitate the convenient and efficient flow of goods,personnel,capital,data and other factors,and basically put in place a mature free trade port system and operation model.By the middle of this century,China will have established a high-level free trade port with strong international influence.
