全球金融治理议程设置与中国国际话语权

Agenda⁃Settingin Global Financial Governance and China's International Discur⁃sive Power

中国如何参与全球金融治理核心议程设置,培育国际议程设置能力,提升国际话语权,深度融入全球金融治理是一个值得研究的问题。作者借鉴跨学科的研究,从国家的视角出发,将国际议程设置过程还原和分解为议题形成(问题显现、内部决策和政策博弈)、议题传播(观念性、关系性、制度性和体系性渠道)和议题制度化(认知议程和制度议程)三个存在时序的阶段。这一新的分析框架清晰地呈现了国际议程设置的权力属性:国际议程设置是表达自我偏好、认知和利益的重要手段,是塑造或改变国际话语体系的必要过程,也是创立或修改国际制度的关键路径。因此,国际议程设置是国际话语权的重要来源和组成部分,并与其他类型的国际权力相互影响。分析框架构建的三个案例分析(“华盛顿共识”“新国际金融结构”和宏观审慎性监管)为中国提升全球金融治理国际议程设置能力带来如下启示:国际问题的选择顺序和策略是国际议程设置的前提,具有广泛共识性、较高负面外部性和急迫性的国际金融问题是中国设置全球金融治理国际议程的突破口;提出针对具体问题的解决方案是国际议程设置的关键,具有现实关怀性、公共产品属性、可操作性和中立性的“中国方案”更易于为国际社会广泛接受;有意识地培育和运用国际传播渠道是中国设置国际议程的重要保障;国际制度化是中国国际议程设置的最高目标。

Studies on the international agenda⁃setting in global financial governance(GFG)are inadequate,which results in a misjudgment of the power structure in GFG.The inadequacy of relevant studies and the misjudgment bring challenges to Chi⁃na to deeply participate into GFG.One of the key challenges is:how can China en⁃hance its ability to set medium⁃term and long⁃term international agenda and thus join in setting the core agenda of the GFG system?Drawing on the researches across rele⁃vant disciplines and from the perspective of national states,we divide the process of international agenda setting into three stages:issue formation,issue transformation and issue institutionalization.This analytical framework reveals the strong power attributes of international agenda⁃setting:international agenda⁃setting is an important source and component of international discursive power and has mutual influence with other types of international powers.The above analysis thus brings the following policy implications for China to enhance its ability to set international agenda in the current GFG:focu⁃sing on the international issues with broad consensus,high negative externalities and urgency;formulating a“Chinese Solution”featuring realistic concern,public goods at⁃tributes,operability and neutrality;utilizing multiple channels to disseminate the“Chi⁃nese Solution”;enhancing institutional awareness and promoting the institutionalization of the“Chinese Solution”of GFG.
