在美国和西方社会,非政府组织的存在是比较普遍的现象。非政府组织不仅在社会治理中占有一席之地,还在对外战略中发挥着越来越重要的作用。美国非政府组织历史悠久、数量庞大、种类齐全、运作成熟,对国际非政府组织和美国对外战略具有非常重要的影响。美国非政府组织与政府关系密切。除传统辅助对外援助外,美国非政府组织近年来越来越多主动或被动地参与到颜色革命中,具有一套完整的理论体系和多样的实践经验。虽然非政府组织在国家治理方面有值得借鉴之处,但更应高度警惕其背后蕴含的政治文化和在美国对外战略中的作用,防范对我国形成负面冲击。

NGO is a common phenomenon in the United States and other Western societies.NGO plays an important role in social governance,and has growing influence in foreign strategy as well.American NGOs have a long history,a large number,abundant categories and mature practices,with a great impact to international NGOs and American foreign strategy.NGOs in the United States interact with government closely.In addition to traditional foreign aid assistance,they involve in color revolutions more and more actively or passively in recent years.By doing this,they developed a whole system of theories and practices.Although NGOs have something to learn for national governance,we should be more vigilant about the political culture behind them and the role in foreign strategy of the United States,so as to prevent the negative impact on China.
