城镇化背景下“镇里务农者”现象探析

A Research on the Phenomenon of “Farmers in Town”under the Background of Urbanization

通过实地调研以及其他形式的调查,确认了“镇里务农者”这一群体和现象的存在。“镇里务农者”的出现,与中国城镇化的特性有关,交通工具的改进和城乡之间道路条件的改善是这一群体产生的前提条件。不应该将农民工市民化理解为所有进入城镇的农民都必须从事非农工作。过去那种市民住在城镇、农民住在农村的泾渭分明的界限今后也许会在某种程度上趋于模糊化。政府应该继续加强农村地区和城乡之间的道路建设,推动和完善农用地使用权的依法流转交易等。

Through field investigation and other forms of research,the existence of“farmers in town”is confirmed.The emergence of this phenomenon is related to the characteristics of the urbanization in China,and the improvement of transportation and road conditions between urban and rural areas are the preconditions for the appearance of this group.The citizenization of migrant workers should not be understood as all move-in farmers engaging in non-agricultural industries.The past distinction that urban residents live in towns while farmers in rural areas may become blurred in the future.The government should keep strengthening the road construction between urban and rural areas as well as promote and improve the legal transfer of the use rights of agricultural land.
