ICT发展能促进区域创新产出吗?——认知邻近和技术邻近视角下的实证研究 被引量:3

Can ICT Development Promote Regional Innovation Output?——An Empirical Study from the Perspective of Cognitive Proximity and Technical Proximity

摘要 通讯信息技术(ICT)的发展极大地影响了创新能力,因此恰当地估计ICT效果的实证研究很有必要。根据中国省级研发投入和专利数量的面板数据,通过认知邻近、技术邻近和区域知识吸收能力分别构建我国省际非对称的空间权重矩阵,并把ICT发展水平作为全局变量,构建半参数全局向量自回归模型(SGVAR),测算我国省际知识溢出及通讯信息技术进步对区域创新产出的偏导数。对模型求解出的广义脉冲响应和偏导图进行分析,实证结果发现:ICT发展水平提高对我国创新产出的促进作用存在区域异质性,创新强省从全国ICT发展获益更为显著;ICT对区域创新的促进作用存在极限,其促进作用受限于区域创新网络和与外省的邻近程度。 The development of information and communication technologies(ICT)has greatly affected innovation capacity,so it is important to conduct empirical studies to estimate the effects of ICT properly.According to the panel data of the Chinese provincial R&D inputs and patent number,through cognitive proximity,technology proximity and the regional knowledge absorptive capacity respectively we construct provincial asymmetric spatial weight matrix,and regard the level of ICT development as a global variable,and build a semi-parametric global vector auto-regression model to measure the regional knowledge spillover and the derivative of ICT progress on regional innovation output.Based on the analysis of generalized impulse response and derivative maps obtained from the model,the empirical results show that:there is regional heterogeneity in the promoting effect of ICT development level improvement on China’s innovation output.The promoting effect of ICT on regional innovation is limited by the regional innovation network and proximity to other provinces.
