陵川县农村“煤改气”工程LNG应急调峰方案与安全管理探讨

Discussion on LNG emergency peak regulation scheme and safety management of rural"coal to gas"project in Lingchuan County

随着大气环境治理力度的不断加大,农村“煤改气”、锅炉“煤改气”及冬季清洁采暖工作全面推进,但是配套管网、储存和应急调峰等基础设施缺乏,不能满足迅速发展的燃气市场需求。随着国内LNG供应能力的建设和投产以及海气的大量涌入,LNG气化调峰和应急保供方案得到广泛应用。该方案撬装化、占地少、投资小、见效快,在“煤改气”中发挥了重要的作用,但其安全管理问题也尤为重要,需要控制好低温、BOG蒸发、爆炸或火灾、LNG翻滚等四个方面的风险。

With the increasing efforts of atmospheric environment control,the rural"coal to gas",boiler"coal to gas"and winter clean heating work have been comprehensively promoted,but the supporting pipe network,storage and emergency peak shaving infrastructure are lack,which can not meet the rapid development of gas market demand.With the construction and production of domestic LNG supply capacity and the influx of Sea gas,LNG gasification peak shaving and emergency supply assurance schemes are widely used.The scheme has advantages of skid mounted,less land occupation,small investment and quick effect.It plays an important role in the"coal to gas"project,but its safety management is also particularly important.It is necessary to control the risks of low temperature,bog evaporation,explosion or fire,LNG rollover,etc.
