In the new system of national institutions,the scientific development of supervision police relation is the key to the smooth operation of supervision power.In terms of the supply of supervision police relation system,there exists,in general,inadequate and low supply of standardized laws and regulations,while the practical supervision police operation witnesses hysteretic regulations that need to be standardized in the modes of coordination of law enforcement operation between police agencies.The supervision police relation features similarity,priority,consistency and complexity.Compared with dominating mode and directing mode,supervision police assistance mode features more relatively reasonable objective reason and the logical basis.Therefore,there should be a distinction between statutory assistance and discretionary assistance,internal assistance and external assistance,so as to specifically standardize supervision police relations in terms of initiation,enforcement,liability and relief.
