监狱突发事件应急管理建设包括应急管理体系、应急预案体系和应急防控体系建设。实践中,其应急管理体系存在应急管理常设机构缺乏、应急预案灵活性不足、应急演练效果不佳等问题,主要是应急管理制度建设缺乏前瞻性、应急实战技能掌握不足、应急管理的保障措施不到位导致。应建立与完善监狱突发事件应急管理制度,加强监狱警察应急实战技能训练,落实监狱突发事件应急管理的保障措施,构建完善的监狱突发事件应急管理体系。

Construction of emergency management system in prisons includes construction of emergency management system,emergency plan system and emergency prevention and control system.In practice,the emergency management system witnesses such problems as lack of permanent emergency management institutions,lack of flexibility of emergency plan and poor effects of emergency drills,which are attributed to lack of foresight in the construction of emergency management system,lack of practical emergency skills,and inadequate emergency management safeguards.Therefore,efforts need to be made to establish and improve the prison emergency management system,strengthen the prison police emergency practical operation skills training,implement the guarantee measures of the prison emergency management,and build a perfect prison emergency management system.
