摘要 通过对地质灾害防灾减灾工作体系的研究,探究地质灾害排查、监测、管理、防治的业务模式,依托时空大数据与云平台的建设成果,利用InSAR、WebGIS、移动互联网等技术,设计开发地质灾害监管系统,实现地质灾害监管的技术与防灾减灾机制体制的融合,形成排查、监测、巡查、监管为一体的"群测群防"信息化工作体系。应用实践表明系统实现了地质灾害管理的可视化、人员管理的实时化、项目监管的全程化、资料归档的自动化,提高了地质灾害监管和防治的工作效率,是一种高效并与"群测群防"机制相配套的技术体系。 Geological hazards endanger people’s lives and property safety.The network system of"mass monitoring and mass prevention"plays an important role in geological hazards mitigation and prevention.Aiming at the integration of"mass monitoring and mass prevention"mechanism and corresponding technical system,we probed into the investigation,monitoring and management of geological hazards by studying the working system of geological hazards prevention and mitigation.Relying on the achievements of large-scale spatio-temporl data and cloud platform construction,we used INSAR,WebGIS,mobile Internet and other technologies to design and develop geological disaster monitoring system,realized the integration of geological disaster monitoring technology and disaster prevention and mitigation mechanism system,and formed a mass survey group of investigation,monitoring,patrol and supervision as a whole.The application practices show that the system can realize the visualization of geological disaster management,the real-time management of personnel,the whole process of project supervision and the automation of data filing,and improve the work efficiency of geological disaster supervision and prevention.It is an efficient and matching technical system with"mass monitoring and mass prevention"mechanism.
