摘要
突发事件应急管理在当今的社会治理中占有举足轻重的地位,从今年的“新冠肺炎”疫情响应来看,现有突发事件应急管理体系依然存在部门协同难度大、信息不透明等问题。区块链作为一种分布式账本技术,具有不可篡改、去中心化等特点,可以应用于突发事件的应急管理。基于“新冠肺炎”疫情中暴露出的应急管理问题,从主体协同、物资调度与分配、舆论环境三个方面出发分析现阶段突发事件应急管理中存在的问题,并进一步对区块链在突发事件应急管理中的应用优势进行分析,从健全区块链应用政策法规、加快发展区块链核心技术、建立混合型存证机构、加强区块链与其他技术的协同使用四个方面提出区块链应用于突发事件应急管理的建议。
Emergency management plays an important role in today's social governance,but from the recent epidemic of COVID-19,there still exist some problems such as difficult coordination and nontransparent information in the current emergency management system.As a distributed ledger technology,blockchain has the characteristics of no alteration and decentralization and can be applied to the emergency management of emergencies.Based on the emergency management problems exposed by COVID-19 epidemic,starting from three aspects of subject coordination,material scheduling and distribution and public opinion environment,this paper analyzes the existing problems and the advantageous role of blockchain in the emergency management.Finally,suggestions for application of blockchain in the emergency management are proposed,including perfecting policies and regulations on application of blockchain,fueling development of key blockchain technology,establishing mixed witness institutions and strengthening coordination of blockchain and other technologies.
