风险社会视角下突发疫情对生鲜农产品流通的影响及对策 被引量:23

The Influence and Countermeasures of Outbreak Epidemic on the Circulation of Fresh Agricultural Products from the Perspective of Risk Society

摘要 生鲜农产品是我国居民生活的重要物资,“新冠肺炎”疫情的突发使生鲜农产品流通各环节面临不同程度的风险,对生鲜农产品供给和消费都造成较大影响。基于风险社会视角从供给风险、需求风险、安全风险以及环境风险四个方面剖析突发疫情对生鲜农产品供应链结构造成的严重影响,针对疫情期间生鲜农产品流通中出现的产销对接不匹配、流通信息服务薄弱、产品质量安全问题、消费者风险感知和应对能力差异等问题,提出搭建信息沟通预警系统、构筑电商资源整合平台、洞察消费需求方式转变、加强政府统筹协调监管、创新农产品流通新模式等方面建议,以提升我国生鲜农产品流通效率、提高抗风险能力。 Fresh agricultural products are the important materials in the residents’life.The sudden outbreak of COVID-19 brought different risks to every link of fresh agricultural products circulation,which has a great impact on the supply and consumption.Based on the perspective of risk society,this paper analyzes the serious impact of the outbreak on the supply chain structure of fresh agricultural products from four aspects of supply risk,demand risk,safety risk and environmental risk.In view of the mismatch between production and marketing,weak circulation information service,product quality and safety issues,consumer risk perception and response ability differences in the circulation of fresh agricultural products during the outbreak,some suggestions are put forward such as building an information communication and early warning system,building an e-commerce resource integration platform,having an insight into the transformation of consumption demand mode,strengthening the overall coordination and supervision of the government and innovating the new circulation mode of agricultural products so as to improve the circulation efficiency and anti-risk capability of fresh agricultural products in China.
