知识产权保护实践中的地方政府因素

Local Government Factors in Intellectual Property Rights Protection Practice

知识产权保护是实现创新引领发展战略、推动经济高质量发展的关键因素,我国的知识产权保护力度却与经济发展速度不成正比。地方政府的执行不力是其中的重要原因。基于理论与文献回顾,将地方政府激励与知识产权保护对经济增长在长短期异质性影响相结合,提出了地方知识产权保护中存在的“闭环”。这一框架为分析知识产权保护与经济增长间的关系提供了全新的视角,也提示在有效推进保护的进程中,需要注重地方政府的重要作用。

Intellectual Property Rights(IPR)protection is a key factor in realizing innovation-led development strategy and promoting high-quality economic development.However,the enforcement of China's IPR protection is not in direct proportion to its economic growth.Local governments’weak enforcement is an important reason.Based on theoretical analysis and literature review,this paper combines the incentive of local government with the heterogeneous influence of intellectual property protection on economic growth in the long and short term,and proposes the"closed loop"existing in local intellectual property protection.This framework provides a new perspective for the analysis of the relationship between intellectual property protection and economic growth,and suggests that in the process of effectively promoting protection,the important role of local governments should be paid attention to.
