精准扶贫背景下基于金融扶贫对农村贫困户信用评级体系的模型构建——基于2017年CHFS数据的实证研究

Construction of credit rating model of rural poor households in financial poverty alleviation under the background of targeted poverty alleviation:An empirical research based on the data of CHFS 2017

基于2017年中国家庭金融调查的相关数据,将个人及家庭情况、经济情况、贷款情况、道德因素作为4个一级指标,以年龄、学历等16个因素为二级指标,利用有序逻辑回归和层次分析法确定指标权重,构建了农村贫困户信用评级的指标体系.实证研究表明:从一级指标看,经济因素在贫困户信用评级中最为重要,其次是贷款因素和个人及家庭情况,道德因素权重最小;从二级指标看,健康状况、家庭人均年收入、工作份数等指标显示出较大权重,而信用记录等传统评级指标显示出较小权重.因此,贫困户信用评级应纳入健康状况、工作份数等反映个人能力的指标,弱化信用记录等指标的影响,以弥补金融机构对贫困户信用评级的缺陷,促进金融扶贫良性发展.

Based on the data of CHFS 2017,the individual and family characteristics,economic conditions,loans and moral factors were taken as 4 primary indicators,and another 16 factors like age and education background were taken as secondary indicators in this paper.The weight of each indicator was determined by using ordered logistic regression and analytic hierarchy process(AHP),so as to construct the index system of credit rating of rural poor households.The results of empirical research showed that from the primary indicators,economic condition was the most important in the credit rating of poor households,followed by loans and individual and family characteristics,and moral factors had the least weight,and that from the secondary indicators,such as health status,family income per capita,number of jobs and other indicators showed a greater weight,while traditional rating indicators such as credit records showed a smaller weight.Therefore,the credit rating of poor households should include indicators reflecting personal ability such as health status and number of jobs,and weaken the impact of indicators such as credit records,so as to make up for the defects of credit rating of poor households by financial institutions and promote the sound development of financial poverty alleviation.
