基于资产经营公司为平台的高校科技成果转化问题探析

资产经营公司是高校科技成果转化的重要平台。高校资产经营公司在高校科技成果转化过程中,还存在成果产权归属、国有资产保值增值、科研人员激励、转化能力、成果转化模式等主要问题。对此,本文提出了产权无偿划转,建立宽容和弹性并统筹的考核机制,所有制改革,专业化的转化能力建设,创新成果转化模式等解决问题的思路,促进以资产经营公司为平台的高校科技成果转化。

Asset Management Company is an important platform for the transformation of scientific and technological achievements in Colleges and universities.In the process of the transformation of scientific and technological achievements in Colleges and universities,there are still some major problems such as the ownership of the property rights of achievements,the maintenance and appreciation of state-owned assets,the motivation of scientific researchers,the transformation ability and the transformation mode of achievements.In this regard,this paper puts forward some ideas to solve the problems,such as the transfer of property rights free of charge,the establishment of a tolerant and flexible assessment mechanism,the reform of ownership system,the construction of professional transformation capacity,and the innovation of the transformation mode of achievements,so as to promote the transformation of scientific and technological achievements in Colleges and Universities Based on the platform of asset management companies.
