城市宜居性评估研究——基于评价方法和“What-if”模拟分析的探讨 被引量:5

摘要 本文立足普通城市居民的视角,从经济活力和竞争力、环保与可持续性、国内安全与稳定、社会文化状况和城市治理五个维度研究和探讨了城市宜居性。通过构建创新性的城市宜居指数和"What-if"假设模拟分析,发现:(1)经济竞争力并不是决定城市宜居性的唯一因素,比较而言,在环保与可持续性、国内安全与稳定、社会文化包容性和城市治理等方面整体发展良好的城市在整体宜居性排名中较高;(2)对于城市的总体宜居性来讲,在经济发展与环境保护、社会发展等方面取得平衡具有很强的必要性;(3)"What-if"假设模拟分析显示,改变城市发展弱项和短板,城市宜居性将可以得到极大改善。 From the perspective of ordinary residents living in a city,this paper studies the notion of"liveability of a city"from five prospects,including:Economic Vibrancy and Competitiveness,Environmental Friendliness and Sustainability,Domestic Security and Stability,Socio-Cultural Conditions,and City Governance.This paper also sets up a liveable cities index system composed of 120 indicators from statistics and telephone surveys.The major findings of this study are as follows:(1)economic competitiveness is not the sole deciding factor for the liveability of a city.In contrast,a city developed holistically in various other aspects tends to receive a better standing in the overall liveability ranking,(2)for the overall livability of the city,it is very necessary to strike a balance among economic development,environmental protection and social development,and(3)each city is able to make significant strides to its rank and score in the index if it manages to address its weakest indicators.
