宁夏乡村旅游产业精准扶贫现状、问题及对策

Current situation and countermeasure on accurate poverty alleviation of rural tourism industry in Ningxia

2019年中央一号文件全面部署实施乡村振兴战略,大力发展乡村旅游,将乡村旅游产业作为带动贫困地区群众脱贫致富的民生产业。在全域旅游战略背景下,宁夏乡村旅游产业发展势头良好,在脱贫富民方面起到了重要作用。本文从宁夏乡村旅游产业发展出发,梳理当前乡村旅游产业精准扶贫现状,分析存在的问题,重点从推动乡村旅游可持续发展、创新乡村旅游扶贫模式、建立乡村旅游利益联结机制、提升贫困户参与能力4个方面提出相关对策建议,促进建档立卡贫困户在乡村旅游产业发展中稳定受益。

The Central Document No.1 of 2019 fully deploys and implements the rural revitalization strategy,vigorously develops rural tourism,and takes the rural tourism industry as a civilian production industry that drives people out of poverty to become rich.In the context of the global tourism strategy,Ningxia’s rural tourism industry has developed well and played an important role in getting rid of the poor and the rich.This article starts from the development of Ningxia’s rural tourism industry,combs the current situation of targeted poverty alleviation in the rural tourism industry,and analyzes the existing problems,focusing on promoting the sustainable development of rural tourism,innovating the rural tourism poverty alleviation model,establishing a rural tourism benefit linkage mechanism,and enhancing the participation capacity of poor households Relevant countermeasures and suggestions are proposed in four aspects to promote the stable establishment of poverty-stricken households that benefit from the development of the rural tourism industry.
