摘要
国家和地方对城镇排水许可逐步实行精细化管理,但缺少全面的技术总结及指导.以上海市城镇排水许可相关条例和规程为依据,简要介绍了排水许可核查工作流程,分析了核查工作的相关技术,包括预处理设施核查技术、管道检测技术和信息化技术等,并以核查的1000家排水户为研究基数,分别阐述了各项技术的实践应用情况.文中对排水许可核查工作技术进行了系统性梳理和分析,可为管理单位和核查人员开展工作提供有益参考.
The state and local governments gradually implement fine management of urban drainage permits,but lack of comprehensive technical summary and guidance.Based on relevant regulations and rules of urban drainage permit in Shanghai,thie paper briefly introduces work flow of drainage permit verification,analyzes related technologies of verification,including verification technology of pretreatment facilities,pipeline detection technology and information technology etc,and expounds practical application of each technology based on 1000 drainage households verified.The paper systematically combs and analyzes work technology of drainage permit verification,which can provide useful reference for management units and inspectors to carry out their work.
