高校突发事件协同治理机制研究

Research on Collaborative Governance Mechanism of Collegesand Universities

高校作为我国社会系统的重要组成部分,高校稳定是我国社会政治安全的“晴雨表”,亟待建立运转高效、协调联动的高校突发事件协同治理机制。以高校突发事件协同治理为研究切入点,发现高校突发事件协同治理面临法律法规不完善、高校管理体系不健全、信息交流机制欠缺、危机预警机制落后等困境,进一步探究如何完善高校突发事件协同治理的法律法规、组织体系、机制设计,从而加强高校突发事件协同治理,推进国家治理体系和治理能力现代化。

Colleges and universities are an important part of China's social system.Colleges and universities'stability is the barometer of China's social and political security.It is urgent to establish effective and coordinated mechanism for college emergencies to operate.Taking university emergency management as a starting point for research,I find that university emergency management is faced with dilemmas such as incomplete laws and regulations,inadequate university management systems,lack of information exchange mechanisms,and backward crisis warning mechanisms,and further explore how to improve university emergency management.The design of laws,regulations,organizational systems,and mechanisms for collaborative governance of events,thereby strengthening collaborative governance of emergencies in colleges and universities,and promoting the modernization of national governance systems and capabilities.
