基于国际经验的科技智库评价体系建设研究

Research on the Construction of Evaluation System of Science and Technology Think Tank Based on International Experience

科技智库评价是世界各国促进科技智库发展的重要方式。发达国家结合本国科技智库发展情况形成了不同的科技智库评价模式,主要包括以市场为主导的评价模式、以政府为主导的评价模式和以第三方为主导的评价模式。研究美国、韩国、德国等发达国家科技智库的评价模式、评价流程、评价特征及评价机构体系,研究分析各国开展科技智库评价的经验特点,在此基础上提出我国科技智库评价体系建设的启示建议。

The evaluation of science and technology think tanks is an important way to promote the development of science and technology think tanks in the world.Developed countries have formed different evaluation models of science and technology think tanks in combination with the development of their own science and technology think tanks,mainly including market-oriented evaluation model,government led evaluation model and third-party led evaluation model.This paper studies the evaluation mode,evaluation process,evaluation characteristics and evaluation institution system of science and technology think tanks in the United States,South Korea,Germany and other developed countries,studies and analyzes the experience characteristics of the evaluation of science and technology think tanks in various countries,and on this basis,puts forward suggestions for the construction of the evaluation system of science and technology think tanks in China.
