安徽省装备制造业技术创新效率评价——基于基础研发与成果转化两个阶段的分析

Evaluation of Technological Innovation Efficiency of Equipment Manufacturing Industry in Anhui Province:Analysis Based on Two Stages of Basic Research and Achievement Transformation

助推安徽实现从制造业大省到制造业强省的跨越,提高装备制造业技术创新效率和竞争力是当务之急。基于基础研发和成果转化两个阶段,利用数据包络分析(DEA)法,分析了安徽省装备制造业技术创新效率。研究发现:安徽省装备制造业成果转化阶段DEA效率值明显低于基础研发阶段DEA效率值,成果转化阶段全要素生产率指数值均低于基础研发阶段全要素生产率指数值。反映出安徽省装备制造业纯技术效率和规模效率不高,安徽装备制造业成果转化效益能力较弱,为安徽省装备制造业的后续发展提供决策参考。

In order to help Anhui realize the leap from a big manufacturing province to a strong manufacturing province and seize the new round of development opportunities,improving the efficiency and competitiveness of equipment manufacturing technology innovation is the top priority.With DEA method,the technical innovation efficiency of equipment manufacturing industry in Anhui province is evaluated based on the two stages of basic research and achievement transformation.The analysis shows that both the DEA efficiency value and the TFP indexat the achievement transformation stage is significantly lower than that of the basic research stage which reflects alow pure technical efficiency and scale efficiency and a weak ability of achievement transformation of equipment manufacturing industry in Anhui province.It provides decision-making reference for the following development of equipment manufacturing industry in Anhui province.
