劳动力市场扭曲的原因、影响与测度:一个文献综述视角

The Causes,Effects and Measurements of Labor Market Distortion:A Literature Review Perspective

本文以国内外现有文献为基础,对劳动力市场扭曲的原因、所造成的影响以及测度方法进行梳理、总结与评述,发现造成我国劳动力市场扭曲的主要原因是:计划经济时期实施的户籍制度、单位制度以及配套(辅助)性制度等因惯性依然广泛存在,影响了要素市场发育,引发劳动力市场制度性扭曲。本文从深化户籍制度改革、处理政府与市场的关系和建立更加公平、开放的劳动力市场等方面提出相关建议。

Reform and opening has enabled China to achieve a major transformation from a planned economy to a market economy.However,the"progressive reform+catchuping development strategy"has produced a series of institutional arrangements that distort factor prices,which has caused distortions in the bidding mechanism and allocation mechanism of the labor market in China.Based on the existing literature at home and abroad,this paper combs,summarizes and reviews the causes,effects and measurement methods of labor market distortions.It is found that the main cause of labor market distortions in China is the government-led progressive reform.As a result,the household registration system,unit system,and supporting(auxiliary)systems implemented during the planning period still exist widely due to inertia,affecting the development of factor markets and causing institutional distortions in the labor market.Therefore,this article puts forward relevant suggestions from the aspects of deepening the reform of the household registration system,breaking down the government administrative monopoly,and establishing a more fair and open labor market.
