澳大利亚高等教育分摊计划探析

摘要 HECS为Higher Education Contribution Schemes的缩写,即澳大利亚高等教育分摊计划,是澳大利亚政府在上世纪80年代后期开始实行的高等教育资助政策,旨在平衡政府与个人对高等教育投入。其有效缓解了该国高等教育发展的资金压力,也保证了贫困家庭学生接受高等教育的机会。本文以HECS计划为中心,详细阐述其产生及发展过程,并分析其实施结果及影响,进而提出自己的一些思考。
