制定科学的法律援助可及性评价指标体系具有重要的意义。结合国内外法律援助评价指标体系建设的实践,构建法律援助可及性评价指标体系的基本框架,绘制出一张纵横交错的网格,具体包括法律援助可及性评价指标体系的四个主体要素、三个一级指标要素和若干个二级指标要素,同时也将程序规制吸纳其中,将人民群众的需求与法律援助服务对接,推动法律援助供给的制度化,为持续推动基层社会治理的现代化法治化发展作出应有贡献。

It is of great significance to establish a scientific evaluation indicator system of the accessibility of legal aid.Combined with domestic and foreign legal aid evaluation index system construction practice,we construct the basic framework of the accessibility evaluation indicator system of legal aid,and make a criss-cross grid.It includes four main elements,three primary index elements and several secondary index elements of the evaluation index system of the accessibility of legal aid.It also incorporates procedural regulations.In this framework,we align the needs of the people with legal aid services,and institutionalize the provision of legal aid,so as to promote the development of modernization under the rule of law of grassroots social governance.
