“新安江模式”县域生态补偿机制的完善路径

The Way to Perfect Ecological Compensation Mechanism in County Region of Xin’anjiang Model

“新安江模式”是皖浙两省为提升水质水量,以生态补偿为核心措施对新安江流域实施环境保护,推进绿色发展的生态文明建设模式。从县域角度看,该模式还存在着保护成本与共享效益不匹配、市场多元化补偿尚未展开、水质改善与民生发展不尽一致、县域横向补偿机制尚未真正建立等不足之处。实践中,还需要从综合决策协调机制、市场主体主动参与机制、多渠道立体补偿机制以及水生态系统服务价值评估等方面作进一步的探索和完善。

“Xin’anjiang model”is a model of ecological civilization construction in Anhui and Zhejiang provinces to promote water quality and water quantity,take ecological compensation as the core to carry out environmental protection and promote green development in Xin’anjiang Basin.From a county perspective,there are still some deficiencies in this model,such as the mismatch between protection cost and benefit-sharing,the lack of market diversification compensation,the inconsistency between water quality improvement and people’s livelihood development,and the lack of a truly horizontal compensation mechanism at the county level.In practice,it still needs to be further explored and improved from the aspects of comprehensive decision-making coordination mechanism,active participation mechanism of market participants,multi-channel three-dimensional compensation mechanism and water ecosystem service value assessment.
