论公民参与视角下民主评估的实现——以城乡规划建设为例

Analys of the Realization of Democratic Evaluation from the Perspective of Citizen Participation——Taking Urban and Rural Planning and Construction as an Example

公民具有参与民主评估的需要,也拥有参与民主评估的权利,是民主评估的重要力量。公民参与民主评估的实现途径和效果在很大程度上能体现政府治理体系和治理能力的现代化。城乡规划是政府治理的一个重要领域,因其自身具有复杂性、社会性等特征,客观要求政府在城乡规划过程中必须广泛听取公民的意见。以城乡规划建设为例,阐明公民参与民主评估的作用机理是围绕评估主体、过程和效果这一基本流程所展开,体现了质性与量化、技术与价值的有机融合。通过引入三个案例对比分析在城乡规划建设中公民参与民主评估的应用效果,基于此得出实现和优化评估效果的路径,包括强化公民参与制度的顶层设计、培养公民的参与意识和能力、倡导参与方式的多元化等。

Citizens have the need to participate in democratic evaluation and also the right to participate in democratic evaluation,which is an important force in democratic evaluation.The realization way and effect of citizen participation in democratic evaluation can largely reflect the modernization of government governance system and governance capabilities.Urban and rural planning is an important area of government governance.Because of its complexity and social characteristics,it requires the government to listen to citizens’opinions in the process of urban and rural planning.Taking urban and rural planning and construction as an example,this paper expounds that the mechanism of citizens’participation in democratic assessment is based on the basic process of assessment subject,process and effect.Which embodies the organic integration of quality and quantification,technology and value.Three cases were introduced to compare and analyze the application effect of citizen participation in democratic evaluation in urban and rural planning and construction,the path to achieve and optimize the evaluation effect was obtained,including strengthening the top-level design of the citizen participation system,cultivating citizen participation awareness and ability,and advocating participation Diversification of ways,etc.
