摘要
针对目前高校实验室废气污染防治的现状,引入网格化管理思想,对高校实验室废气污染防治进行科学合理的网格划分;围绕监管体制机制、建设规划布局、智能监测体系进行阐述,明确政府、生态环境部门、企业、高校等多方主体的责任,充实完善监管机制,实现共同治理运作模式;在建设规划布局上,进行重点网格试点建设,由"点—线—面"逐步推进;在实时、精准监测方面,借助高科技手段,智能监测实验室废气排放,建立智能监测体系及实验室废气污染联防联控机制,以期构建一套全方位高校实验室气体污染防治体系。
Aiming at the situation of waste gas pollution prevention and control in university laboratories, the idea of grid management is introduced to make scientific and reasonable grid division for waste gas pollution prevention and control. The supervision system, construction planning layout and intelligent monitoring system are presented to clarify the responsibilities of the government, ecological environment departments, enterprises, universities and other parties, enrich and improve the supervision mechanism, and realize the common governance operation mode. In terms of construction planning and layout, key grid pilot projects are carried out, gradually advancing in the "point-line-surface" direction. In the aspect of real-time and accurate monitoring, the intelligent monitoring of laboratory exhaust emission is implemented with high-tech means to form an intelligent monitoring system and establish a joint prevention and control mechanism of laboratory exhaust pollution, so as to build a comprehensive university laboratory gas pollution prevention and control system.
