市域社会治理是国家治理的基石。新冠肺炎疫情作为新中国成立以来在中国发生的传播速度最快、感染范围最广、防控难度最大的一次重大突发公共卫生事件,是对中国国家治理体系和治理能力的一次全面大考,更是对市域社会治理能力的一次综合考验。由于在数字经济规模、数字产业发展、数字产品使用以及数字治理理念等方面存在着较大差异,市域社会数字治理场景构建能力的参差不齐,应对重大公共卫生突发事件的精细化管理水平也是高低不一。应该按照泛在互联,全域融合;场景下沉,多元共享;动态感知,全景监测;智能决策,精准推送的原则,对后疫情时代的市域社会治理体系和治理能力进行整体提升。

Municipal social governance is the cornerstone of national governance.COVID-19,is a major public health emergency in China since the founding of New China.Its speed of transmission is the fastest,its range of infection is the widest,its difficulty of prevention and control is the greatest,it is a great test of China’s national governance system and ability,and is also a test of municipal social governance ability.Due to the large differences in the scale of the digital economy,the development of the digital industry,the use of digital products and the concept of digital governance,the ability to build municipal social digital governance scenes is uneven.Therefore,the level of fine management in response to major public health emergencies is also different.We should follow the following principlesthe universal interconnection,full-area fusion,scene sinking,multi-sharing,dynamic perception,full-view monitoring,intelligent decision-making and precise push,and promote as a whole municipal social governance system and government ability in Post-COVID-19 era.
