为了提高新经济形势下贸易统计工作的质量,提出了几点有效策略:依法统计,强化宣传;夯实基层工作,强化培训;完善贸易统计数据质量控制,强化管理;加强统计方法制度的改革创新,强化研究。深入推广统计执法中的“双随机”“回头看”这两项抽查制度,以强化相关执法部门的实际执法能力,同时采取各种各样的方式对统计管理工作的相关法律法规进行宣传普及。对基层的统计人员组织业务培训,更新其知识结构,使其更好地把握经济发展态势。推行贸易统计调查项目全过程质量控制,打造健全的全数据质量责任机制,并从产品生产源头进行统计,建立全过程生产统计数据系统。对统计调查制度加以创新,对抽样调查方法进行改进,全面提升贸易统计工作在数据开发、数据分析、数据研究方面的能力。要及时将消费环节、流通环节的新变化、新发展反映出来,使高质量的贸易统计工作能够更好地服务于经济社会建设。

In order improve the quality of trade statistical work strategy in new economic situation,the paper proposes several points,including doing statistics by law and strengthening propaganda,laying the foundation of basic work and strengthening training,perfecting quality control of trade statistical work strategy and strengthening management,and strengthening reform innovation of statistical method system and research.Through deepening the“double random”and“looking back”,practical law enforcement capacity of related law-enforcing departments is strengthened,and various methods are used to propaganda and popularize the related laws and regulations of statistical management.It is suggested to train statisticians at grassroots,update their knowledge,and make them better grasp economic development,promote overall quality control of trade statistical work strategy,build perfect full data quality responsibility mechanism,do statistics from products source,and establish overall production statistical data system.It is also suggested to innovate statistical investigation system,improve sampling investigation methods,improve trade statistical data development,analysis and research ability,reflect the changes and development of consumption and intermediate links,and serve economic social construction.
