中等职业教育区域治理问题及改进策略--以W城市圈为例

摘要 基于区域治理理念,推进中等职业教育的区域治理,能够有效解决中等职业教育发展所面临的困境。调查显示,当前W城市圈的中等职业教育区域治理存在治理主体权责定位不清、治理目标尚未实现、治理制度尚不健全、治理机制不够完善、治理方式相对单一、学校内部治理结构尚不完善等问题。针对问题,为进一步推进中等职业教育区域治理,应转变传统思维,强化区域治理意识;转变政府职能,创新职教管理体制;加强区域治理制度建设,营造良好制度环境;破除行政壁垒,健全区域治理机制和方式;完善中职学校内部治理机制,提高区域治理能力;建立协调服务性机构,充分发挥行业企业作用;整合多方资源,健全区域治理外部条件。 Promoting regional governance of secondary vocational education with the concept of regional governance can effectively solve the dilemma of secondary vocational education development.Results show that,the practice of regional governance of secondary vocational education in W City Circle has the following problems:the orientation of governance body of responsibility is unclear,the regional governance goal is unimplemented,the regional management system is unperfect,the regional governance mechanism is not perfect,the regional governance is relatively single,and the school internal governance structure is not perfect,etc.The improvement strategies of the regional governance of secondary vocational education mainly includes:changing the traditional thinking;transforming government functions of education;strengthening the construction of regional governance of institutionalization;improving the regional governance method and ability;and perfecting the external conditions of regional governance.
