Research on the Pattern of National Basic Research Investment

一个国家的基础研究经费投入并非越高越好,而是与其经济实力、科技实力、人才实力密切相关。本文从国家经济实力、科技实力、人才实力3个相关因素出发,选取代表指标构建实力指数。从实力指数角度分析美国、法国、日本3个国家基础研究强度变化。基于此,探索国家基础研究经费投入与国家发展实力之间的规律关系,为国家合理基础研究强度目标的制定提供借鉴。

National basic research investment is not the higher the better,but closely related to its economic strength,scientific and technological strength,talent strength.Based on these three strengths,this paper selects representative indicators to build the strength index.From the perspective of strength index,this paper analyzes the changes in the intensity of basic research in the United States,France and Japan.Based on this,it explores the regular relationship between the national basic research investment and the strength of national development,and provides some references for the formulation of the objective of reasonable basic research intensity in China.
