江苏职业教育城乡一体化:契机、障碍与突破路径

Opportunities,Obstacles and Breakthrough Paths of Urban-rural Integration of Vocational Education in Jiangsu Province

职业教育城乡一体化是职业教育现代化不可或缺的阶段性内容。目前,江苏职业教育城乡一体化的契机主要体现在政策意图、产业发展、个人价值实现需求等方面。然而,城乡二元失衡引致的社会偏见、有限市场化诱致的教育资源单向配置、基层政府追求政绩导致的短视效应、教育体制固化造成的农民工职业教育缺失,都给江苏职业教育城乡一体化带来极大障碍。对此,应加快农村产教融合,改变传统的社会偏见;构建城乡要素双向流动机制,扭转教育资源的单向配置;重新定位角色,消除基层政府的短视效应;推行就地培训机制,弥补农民工职业教育的缺失,从而促使江苏职业教育尽快实现城乡一体化。

The urban-rural integration of vocational education is an indispensable part of the modernization of vocational education.At present,the opportunities of urban-rural integration of vocational education in Jiangsu Province are mainly reflected in the policy intention,industrial development and personal value realization.However,the social prejudice caused by the imbalance between urban and rural areas,the unidirectional allocation of educational resources induced by the limited marketization,the short-sighted effect due to the grass-roots government’s pursuit of political achievements,and the lack of vocational education for migrant workers caused by the solidification of educational system have greatly hindered the integration of urban-rural vocational education in Jiangsu Province.In this regard,we should speed up the integration of industry and education in rural areas to change the traditional social prejudice,build a two-way flow mechanism of urban-rural elements to reverse the one-way allocation of educational resources,reposition the role of grass-roots government to eliminate its short-sighted effect,and implement the local training mechanism to make up for the lack of vocational education for migrant workers,so as to promote the urban-rural integration of vocational education in Jiangsu Province as soon as possible.
