新型城镇化背景下社区教育在社会协同治理中的功能及其实现路径

为促进城镇化的和谐发展,切实维护涌入城镇社区的流动人口的权益,我国积极推进新型城镇化建设,注重人本理念,突出公平共享,推行协同治理。兼具诸多优势特征的社区教育作为社区治理的实践平台,具有提升流动人口的人力资本、增进其社会融合、为其提供教育支持等功能,有助于化解社会矛盾,增进社会治理水平。为实现社区教育在协同治理中的功能,必须加强社区教育协作,树立终身学习理念;建立社区教育网络,优化整合教育资源;加大社区教育宣传,增进高校智力支持;构建多元协同机制,深入加强多方合作。

In order to promote the harmonious development of urbanization,and earnestly safeguard the rights and interests of the floating population,which has flooded into urban communities,China actively promotes the construction of new urbanization,pays attention to the concept of humanism,emphasizes fair sharing and promotes more cooperative governance.Community education,with many excellent characteristics,as a practical platform for community governance,has the functions of improving the human capital of the floating population,enhancing their social integration,and providing them educational support,which helps to resolve social contradictions and improve the level of social governance.In order to realize the function of community education in collaborative governance,we must strengthen community education collaboration,establish a lifelong learning concept,set up a community education network,optimize and integrate educational resources,increase community education propaganda,and enhance the intellectual support of colleges and universities.Besides,we should also build multi-cooperation mechanism and further strengthen multilateral cooperation.
