新疆南疆四地州卫生人力资源配置公平性分析

Equity analysis of health human resources allocation in four prefectures of southern Xinjiang

目的对新疆南疆四地州2018年县级医院卫生人力资源配置的公平性进行分析。方法采用洛伦兹曲线和基尼系数,从人口和地域面积分布的角度,对新疆南疆四地州2018年县级医院卫生人力资源公平性进行分析。结果 2018年新疆南疆四地州县级医院执业医师、医师助理、注册护士、药剂师、技师按人口分布的Gini系数分别为:0.162、0.187、0.202、0.218、0.389,都在0.1~0.3之间;执业医师、医师助理、注册护士、药剂师、技师按地域分布的Gini系数分别为:0.509、0.536、0.517、0.577、0.593,都在0.5~0.6之间。结论新疆南疆四地州县级医院卫生人力资源人口分布公平性优于地域分布公平性。县级医院卫生资源配置密度远远低于新疆区级水平,新疆卫生资源配置密度接近我国平均水平。

Objective To analyze the fairness of health resources allocation in county hospitals in the four prefectures of southern Xinjiang in 2018.Methods Lorenz curve and Gini coefficient were used to analyze the fairness of health human resources in county hospitals in the four prefectures of southern Xinjiang in 2018 from the perspective of population distribution and geographical distribution.Results In 2018,the Gini coefficients of practicing physicians,physician assistants,registered nurses,pharmacists and technicians in county-level hospitals based on population distribution were 0.162,0.187,0.202,0.218 and 0.389,all within the range of 0.1 to 0.3.The Gini coefficients of practicing physicians,physician assistants,registered nurses,pharmacists,and technicians in county-level hospitals based on geographical distribution were 0.509,0.536,0.517,0.577,and 0.593,respectively,all within the range of 0.5 to 0.6.Conclusions The allocation fairness of health human resources in county-level hospitals in four prefectures of southern Xinjiang based on population distribution is better than that based on geographical distribution.The density of health resources allocation in county-level hospitals is far lower than that in Xinjiang,and the density of health resources allocation in Xinjiang is close to the national average.
