新的国际形势和格局背景下,欧盟增强战略自主性,加强欧洲共同防务政策。欧洲共同防务政策一直以来是欧洲一体化的“短板”。德法态度立场影响欧洲防务合作进程和未来走向。虽然德法侧重点不同,但都积极倡导和推动欧洲防务一体化,致力于形成欧洲共同战略文化。“始于分歧,终于妥协”的德法联合领导模式是合作中有竞争。如果德法能够求同存异,一定会成为欧盟防务一体化的引领者和推动者。

Based on the new international situation and landscape,the EU has enhanced its strategic autonomy and strengthened its common security and defense policy which has always been a"weak link"of European integration.The attitude and position of Germany and France is believed to determine the process and future direction of European defense cooperation.Although Germany and France have different priorities,they both actively advocate and promote European defense integration and are committed to forming a common European strategic culture.Starting with disagreement and ending with compromise,the Franco-German co-leadership is a model of competitive cooperation.If Germany and France can seek common ground while reserving differences,they will surely become the leader and promoter of EU defense integration.
