黑龙江省中俄边境口岸人口外流问题研究

A Study on the Outflow of Population from China-Russia Border Ports in Heilongjiang Province

黑龙江省大多数口岸规模较小、口岸对口岸城镇的带动作用不明显、部分口岸基础设施建设不完善等,中俄边境口岸地区出现不同程度的人口外流现象。人口的持续流出,不利于口岸可持续发展,因此应从宏观上解决中俄边境口岸发展差距较大、发展不平衡的问题,依托口岸发展实现产业聚集、城镇建设,带动口岸城镇经济发展和基础设施建设,改善就业环境和人居环境,并大力发展边境口岸文化事业,从政策、经济、文化等方面留住人口是解决中俄边境口岸地区人口外流问题的关键所在。

Due to the small scale of most ports in Heilongjiang,the port's ineffective use of port towns and the imperfect construction of some port infrastructures,the China-Russia border port areas have experienced different levels of population outflows.The continued outflow of population is not beneficial to the sustainable development of the port.Therefore,we put forward the following suggestions:solve the problem of the development gap among China-Russia border ports and the imbalance of development on the macro level;achieve the industrial cluster and town construction based on the development of ports and promote the port economy development and infrastructure construction,improve the employment environment and living environment;develop cultural undertakings at border crossings.Retaining population from policy,economy and colture is the key to solve the problem of population outflow in the border areas between China and Russia.
